Site Manager / Fate & Transport Expert (Environmental Engineer 5)

Description Keeping Washington Clean and Evergreen. The Department of Ecology is hiring a Site Manager / Fate & Transport Expert (Environmental Engineer 5) within the Toxics Cleanup Program (TCP). Location Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station. Schedule This position is eligible for telework and flexible schedule options. A minimum of one day per week is required in the office, with occasional in-person meetings and activities outside the office schedule. Duties The Site Manager / Fate & Transport Expert works on Washington’s largest and most complex contaminated sites. Responsibilities include: Review remedial investigations, feasibility studies, and cleanup action plans. Guide corrective actions and compliance monitoring supporting property development, real estate transactions, and other critical activities across the state. Design engineering analyses that evaluate contaminant movement through groundwater, soil, and air, and identify effective cleanup technologies such as in‑situ stabilization, soil vapor extraction, and permeable reactive barriers. Serve as a technical resource and mentor to engineers and site managers, delivering timely, accurate site status updates to support real estate transactions, loans, and development. Manage and oversee the investigation and cleanup of contaminated sites to ensure regulatory compliance. Negotiate, issue, and enforce Agreed Orders, Consent Decrees, Department Enforcement Orders, and Inter‑Agency Agreements. Review engineering studies and reports on hazardous waste sites, evaluate field and design practices, and ensure compliance with regulations. Coordinate planning, implementation, and completion of site‑specific remediation projects. Prepare engineering reports and assist project team members in understanding design plans and specifications. Evaluate the completeness and accuracy of engineering characterization, remedial investigation, and feasibility studies. Review RI reports, Site Health and Safety Plans, Engineering and Design Reports, post‑cleanup as‑built drawings, laboratory reports, and QA/QC documentation. Apply Model Toxics Control Act requirements to contaminated sediment cleanups, in alignment with CERCLA. Provide in‑field oversight of contract engineering work. Qualifications Required: Registration as a Professional Engineer in Washington or an equivalent state; AND Five years of experience in environmental engineering. Special Requirements: Valid driver’s license. Professional Engineer registration in Washington within six months of appointment (if requiring licensure).
