Main Purpose of Job

The purpose of this position is to supervise the daily programmatic and clinical operations of the Criminal Justice and Re-Entry programs in the Behavioral Health Division of the Frederick County Health Department and Local Behavioral Health Authority (LBHA). This position provides direct social work services at the Frederick County Adult Detention Center, as well as supervises lower level clinicians, social workers, interns, and students.

This position provides clinical and administrative supervision according to certification/licensure requirements and staff needs. Assists staff in assessment, referral, and provision of intensive treatment while assuring competency of work according to policy and procedure manual and accrediting body. Duties include writing job descriptions, interviewing, hiring, and completing evaluations. Collaboration with higher education entities in oversight and supervision of social work interns and students. Provides clinical services as needed in Detention Center programs and assures the smooth operation of programs to provide quality services for consumers.

This position oversees daily program operations of the Detention Center treatment program. Works to carry out duties of the countys Local Behavioral Health Authority for the criminal justice population during incarceration and during re-entry, in order to accomplish duties outlined by BHA (e.g. client outcomes measures, optimal service delivery, QA/QI projects). This includes utilization review; quality assurance; evaluation and monitoring of compliance with regulations and conditions of award; and addressing of formal grievances and complaints. Ensures proper documentation of services and compliance with all applicable State and/or Federal regulations and accreditation standards. Develops, implements and follows through with program improvements to ensure the smooth operation of programs according to COMAR regulations, grant conditions, and policy and procedures.

This position will assist the Adult Services Program Manager in the monitoring of budgets and data collection as part of the grant funded LBHA and treatment program. Monitors and reports required data for S.T.O.P., TAMAR, and MCCJTP grants according to conditions of award. This position also collaborates with outside agencies and acts as liaison to Frederick County Adult Detention Center (FCADC) to build and maintain positive working relationships. Attends bi-weekly Administrative Meetings with all supervisors and program managers, monthly meetings with program specific managers, and other meetings and/or training within the division as needed. Attends meetings as needed with FCADC staff to ensure a positive relationship and develop programs. Navigates systems of both FCHD and FCADC to ensure compliance with all regulations, policies and procedures and works with respective agencies to ensure smooth operations. Maintain contact with Division of Parole and Probation, Drug Treatment Court, Community Action Agency, Public and Private Treatment Providers, etc. Conducts, arranges and approves training for staff to increase knowledge base.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: Four years of experience rendering clinical social work services in a health care or treatment setting subsequent to the receipt of an approved Masters degree in Social Work from an accredited college or university.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience.
