Location & Work Arrangement
- City, State: Richmond, Virginia
- Work Arrangement: Hybrid. This position requires minimally 3 days per week in the office.
- Contract: This is a 12-Month Contract position.
- Mode of Interview: Initial interviews will be Virtual, but the manager reserves the option for a follow-up IN PERSON interview if requested.
Essential Expertise and Scope of Work
The Architect will report to the Department of Taxation management, focusing on the continuity of legacy operations and the strategic integration of new, modernized tax platforms.
1. Tax Systems Architecture & Domain Expertise (9+ Years Required)
- Domain Knowledge: Strong product and functional knowledge of Integrated Tax and Revenue Management Systems (IRMS) and/or similar state integrated tax systems (9 years required).
- Technical Authority (Highly Desired): Demonstrated experience serving as a technical authority or principal architect for state revenue systems, providing strategic direction and oversight across multiple functional areas (8 years highly desired).
- Architectural Role: Ability to serve as a Solution Architect for enterprise tax management systems.
- Modernization Support: Experience supporting legacy tax platforms and modernization efforts, including the design and support of interfaces between legacy and modern tax systems (7 years required).
2. Development & Database Proficiency
- Database: Hands-on experience with Relational Databases such as Oracle 19c or higher, DB2, SQL Server, MySQL, or similar (7 years required).
- Code Quality: Ability to design and maintain clear, maintainable code for mission-critical systems (7 years required).
- Technical Knowledge (Preferred): Hands-on experience in designing, developing, maintaining, and supporting state tax processing and revenue management systems (8 years highly desired).
3. Methodology and Collaboration
- Project Management Tools: Experience using software project tracking tools such as Azure DevOps or equivalent (2 years required).
- Methodology: Experience working in an Agile development environment (3 years required).
- Teamwork: Ability to work independently and collaboratively in a multi-disciplined team.
