About this Role:


The Capitated Rates Development Division is responsible for the development of managed care capitation rates for more than 12 million Medi-Cal beneficiaries in all of California's 58 counties. Under the general direction of the Unit Chief (Staff Services Manager I), the Staff Services Analyst (SSA) performs the less varied and complex technical analytical staff assignments, such as: program evaluation and planning, policy analysis and formulation, systems development, budgeting and planning, data collection and analysis, and consultation with management and staff. The SSA assists with reviews of analytical studies and surveys, assists in formulating policies, procedures, and program alternatives, and recommendations on a broad spectrum of administrative and program-related matters pertinent to the Medi-Cal managed care delivery system, the Children and Youth (BHI), and the California Advancing and Innovating Medi-Cal (CalAIM) 1915(b) and 1115 Waivers. The SSA seeks and receives guidance from other professional staff to assist in the examination financial reports, analyses of fiscal information and transactions, and review applicable financial and utilization data, expenditure and member month reporting, and maintains ongoing records of contract, financial, fiscal, policy, cost estimates, statutory, and regulatory requirements (including an understanding of those requirements as they relate to Waiver projects). The SSA also is responsible for assisting in coordination with multiple internal and external entities to meet all requirements for Waiver projects while adhering to strict deadlines. These entities include, but are not limited to, the Centers for Medicare and Medicaid Services (CMS), contracted actuaries, consultants, and other Divisions within the Department of Health Care Services.
