The Supply Chain, Facility and Fleet Manager for the Relief Operations Center (ROC) is responsible for managing and optimizing the supply chain, facility operations, and fleet resources to support rapid disaster response. This role ensures the effective coordination of critical supplies, logistics, vehicle deployment, and facility management at the relief operations center to field locations. The ideal candidate will have experience in supply chain management, facility oversight, and fleet operations, especially in disaster zones and high-stress environments.

This role requires a sincere commitment to WCK’s mission, occasional work during nights, holidays, and weekends, and the flexibility to support our work across multiple time zones. This role is intended to be a full-time exempt position, based in New Orleans, Louisiana with a minimum of 3-4 days on-site per week. This role reports to the Senior Manager Global Supply Chain.

Key Responsibilities:

Supply Chain Management

  • Oversee end-to-end supply chain operations at ROC Facility to ensure the timely procurement, storage, and rapid distribution of relief supplies to disaster-affected areas.
  • Manage supplier relationships with the lead of the Global buyer to negotiate contracts, and ensure cost-effective sourcing and procurement strategies aligned with the organization's mission and budget.
  • Develop and implement inventory management systems to track the movement of goods, maintain optimal stock levels, and ensure efficient rapid distribution from the relief operations center to field locations.
  • Collaborate with logistics partners to ensure seamless rapid delivery of goods, including air, sea, and land transport, and mitigate risks such as delays or supply chain disruptions.
  • Ensure compliance with organizational procurement policies, donor requirements, and international supply chain regulations.

Facility Management

  • Oversee the daily operations and maintenance of the relief operations center.
  • Ensure all facilities are functional, safe, and compliant with local and international safety standards, including fire, health, and environmental regulations.
  • Manage facility setup, including offices, and warehouses.
  • Coordinate the construction, repair, and decommissioning of permanent facilities as required.
  • Ensure energy, security, waste management, and other critical services are operational and cost-effective.

Fleet Management:

  • Manage the organization’s fleet of vehicles (including trucks, vans, boats, and recreational vehicles) to ensure safe and rapid efficient transportation to disaster sites.
  • Develop and maintain fleet management systems to track vehicle performance, fuel consumption, maintenance schedules, and vehicle availability.
  • Coordinate the procurement, leasing, maintenance, and disposal of vehicles in line with operational needs and cost-effectiveness.
  • Implement safety protocols and driver training programs, ensuring that vehicles are used responsibly and meet all legal and insurance requirements.
  • Manage relationships with vehicle suppliers, repair services, and fuel vendors.

Logistics & Operations Support:

  • Coordinate with field operations teams to ensure the availability of vehicles, supplies, and facilities necessary for the successful execution of relief missions from ROC location.
  • Oversee the transport of personnel and critical goods between the relief operations center, field locations, and disaster zones, ensuring rapid on-time deliveries.
  • Manage warehouse operations, ensuring that supplies are safely stored, easily accessible, and organized for efficient distribution.
  • Support emergency preparedness and contingency planning by developing scalable ROC supply chain and logistics strategies that can be quickly deployed during crises.

Risk Management & Compliance:

  • Identify and mitigate potential risks related to supply chain disruptions, facility failures, or fleet breakdowns that could impede RAPID relief operations.
  • Ensure all supply chain, facility, and fleet activities comply with local laws, international regulations, and organizational safety standards.
  • Implement systems for the proper documentation, reporting, and auditing of supply chain and logistics activities, ensuring accountability to finance and development team. 

Team Leadership & Training:

  • Lead and manage a team of associates to coordinate supply chain, fleet , drivers, and facility management.
  • Provide training to staff on supply chain best practices, facility safety protocols, and fleet management procedures.
  • Foster a collaborative, safety-conscious, and solution-oriented team culture, ensuring all team members are well-equipped to handle the challenges of disaster response operations.

Requirements

  • Education: Bachelor’s degree in Supply Chain Management, Logistics, Facilities Management, or a related field. Advanced certifications such as CSCP, CLTD, or CFM are preferred.
  • Experience: Minimum 5-7 years of experience in supply chain management, facilities management, and fleet operations, with at least 3 years in a disaster response context.
  • Technical Skills: Proficiency in supply chain software (ERP/WMS), fleet management systems, and inventory management tools. Strong Microsoft Office Suite skills (Excel, Word, etc.).
  • Global Experience: Experience working in international environments, particularly in high-stress or disaster-affected regions, is highly desirable.
  • Language Skills: Fluency in English required; additional languages (French, Spanish, Arabic, etc.) are a plus.

  • Strong leadership, decision-making, and problem-solving skills, especially in high-pressure and rapidly changing environments.
  • Excellent communication and negotiation abilities to interact effectively with vendors, partners, and field teams.
  • Strong organizational skills with the ability to manage multiple priorities and operations across multiple locations.
  • Critical thinking and adaptability to navigate complex logistics and operational challenges during emergency responses.

Additional Requirements:

    • Willingness to travel when needed, sometimes at short notice, to disaster-affected regions and field operations.
    • Flexibility to work in non-standard hours, including weekends and holidays, in response to emergencies.
    • A valid driver’s license and ability to drive in challenging terrain and environments are required.
