Description The city is looking for a seasoned Systems Administrator to join the 4-person IT team under the supervision of the City Technology Manager. Flexibility and the ability to react quickly to unpredictable or emergency technical issues is essential. Weekend and evening work may occur for system upgrades, meetings, and emergency issues. The city's departments include Public Works with Wastewater, Water, Maintenance and Engineering teams, Planning and Development, Finance, Library, and Police who operate an on-site 911/Dispatch Center and use body‑worn cameras. General Statement Maintains, administers, and secures Windows‑based servers and supports applications. Performs routine maintenance, repair, and upkeep of software, computers, and computer‑based equipment citywide. Collaborates with departments to determine, install, configure, and maintain software solutions. Provides Tier 2 repair support and completes assigned IT projects. Supervision Received Works under the supervision of the City Technology Manager. Essential Duties and Responsibilities Perform Server and application administration: Hyper‑V, Linux servers, Azure Virtual Desktop, Office 365, Cisco phone systems, and mobile device management. Establish system specifications by conferring with users; analyzing workflow, access, information, and security requirements; designing system infrastructure. Establish computer systems by planning and executing the selection, installation, configuration, and testing of PC and server hardware, software, and operating and system management systems; defining system and operational policies and procedures. Maintain system performance by performing system monitoring and analysis, and performance tuning; troubleshooting system hardware, software, networks and operating and system management systems; designing and running system load/stress testing; escalating application problems to vendor. Secure systems by developing system access, monitoring, control, and evaluation; establishing and testing disaster recovery policies and procedures; completing backups; maintaining documentation. Prepare users by designing and conducting training programs; providing references and support. Upgrade system by conferring with vendors and services; developing, testing, evaluating, and installing enhancements and new software. Perform Database Administration. Identify system requirements by interviewing customers; analyzing department applications, programming, and operations; evaluating existing systems and designing proposed systems. Install revised or new systems by proposing specifications and flowcharts; recommending optimum access techniques; coordinating installation requirements. Services help desk tickets created by City staff including setup and orientation of new employees. Maintain user log‑ins and privileges. Install software on all platforms. Troubleshoot and diagnose system problems. Keep daily log. Maintain records of service provided. Keep current on issues (what’s new, compatibility, conflicts) relating to computers, software, hardware, and new products. Perform other IT tasks as assigned. Typical Qualifications High school diploma or GED with some additional coursework. Three (3) years recent technology, help desk, and/or customer service experience. Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the essential functions of the job may be considered. Special Requirements MCSA, CCNA certifications preferred. Must successfully pass a criminal history background check. Must be available to work emergency shifts, normal shifts that may be extended, work weekends, holidays, and overtime; available for “on‑call” status; dependable and predictable employment is required. Possess a commitment to comply with confidentiality requirements and agency policies. Knowledge, Skills & Abilities Knowledge and experience operating and maintaining both WAN and LAN networks and file‑serving systems in a multiple site environment. Knowledge and experience with Microsoft 365, Azure platforms. Knowledge in the coordination and planning, and the installation and servicing of network components. Working knowledge of the computer equipment and software products used at the City. Ability to work cooperatively with staff to provide technical support in the use of technology. Excellent communication and coordination skills. Able to use equipment listed. Ability to drive to other sites and meetings. Ability to coordinate equipment repair. Ability to maintain accurate records. Ability to read and write in English and comprehend complex technical language. Ability to effectively present information in one‑to‑one small group situations. Ability to perform basic mathematical calculations with a high degree of accuracy. Ability to apply common sense to carry out detailed written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations. Ability to work collaboratively and establish and maintain positive and cooperative working relationships with City staff, other organizations, vendors and the general public. Tools and Equipment Used Personal computer in Virtual Desktop Infrastructure environment, including word processing, database, spreadsheet, email, computer scheduler; Internet, Intranet, a network‑connected copier/fax/scanner; various communication devices. Physical Demands The employee is frequently required to walk and may be continuously required to stand. The employee will frequently bend or twist at the neck and trunk while performing the duties of this job. The employee is required to reach with hands and arms and stoop, kneel, crouch, or crawl. The employee continuously uses hand strength to grasp tools. The employee may be required to sit at a desk and use a computer for long periods of time. The employee occasionally lifts and/or moves up to fifty (50) pounds. Work Environment Work is performed primarily indoors in office settings, with a noise level that is usually quiet. This position description does not constitute an employment agreement between the employer and employee and is subject to change by the employer as the needs of the employer and requirements of the job change. The City of Newberg provides an excellent health care benefit package to full‑time employees, with medical, vision and dental paid 100% by the employer, generous vacation and sick leave accrual, holiday pay, and a PERS retirement plan.
