Position: Procurement/Contract Specialist
Schedule: Monday Friday, 8:00 AM 4:30 PM
Location: Laurel, MD 20707

Position Overview:
This role focuses on supporting solicitation, advertisement, and award processes for water and sewer pipeline construction projects, ensuring compliance with legal and regulatory requirements. The Procurement/Contract Specialist will assist in contract management to ensure successful project delivery.

Key Responsibilities:
Manage public solicitations for water and sewer pipeline construction projects
Oversee bidding processes, ensuring compliance with procurement laws
Facilitate bid openings, evaluations, and award recommendations
Draft and review contracts and procurement documents
Collaborate with internal teams and external contractors
Maintain and update procurement records
Monitor project milestones and contractor adherence to terms
Respond to bidder inquiries and guide procurement policies
Assist in contract dispute resolution throughout the project lifecycle

Skills & Experience:
3-5 years of experience in procurement, ideally in a public utility setting
Experience in conducting market research, analyzing market conditions, and evaluating products
Proficient in preparing contracts/purchase orders and conducting price analyses
Strong communication skills for working with stakeholders and resolving issues
Knowledge of procurement laws and regulations
Proficient in Oracle P2P and Microsoft Excel

Preferred Skills:
Experience with budget and accounting activities related to procurement
Strong understanding of supply chain and procurement processes
Experience with strategic planning, project management, and cross-functional teams
Excellent analytical, organizational, and time management skills
Ability to handle multiple priorities and work under pressure

Education:
Bachelor's degree in Business, Supply Chain, or related field with 5+ years of experience in procurement and contract administration OR
High School diploma or equivalent with 7+ years of procurement and contract administration experience
