Treasurers Office Investment Management Unit Apply
Treasurer’s Office seeks a qualified individual to fill the vacancy of
Investment Analyst in the Investment Management Unit, which services the Municipal
Employees Retirement Fund (“MERF”), Other Post Employment Benefits (“OPEB”) Trust, and
its Deferred Compensation Plan (“DCP”).
Position Summary:
Vacancy is in the Investment Management Unit of the City Treasurer’s Office.
Under general supervision, responsible for coordinating the administration of MERF
investment portfolio by working cooperatively with external service providers, conducting
investment research and analysis across externally managed assets, and assists with due
diligence used in the hiring and monitoring of external investment managers. Assists the
Investment Management Unit in its evaluation of investment performance and activities by
preparing and analyzing data to assist in the preparation of performance reports. Provides data
validation and support to Investment Management Unit and ensures that policy and procedures
are consistent with the MERF Investment Policy Statement. Duties and Responsibilities:
• Compliance Duties:
o Monthly review and preparation of asset allocation report
o Quarterly preparation of performance comparisons, monitoring of a derivatives
disclosure program, manager/custodian reconciliation checks, monitoring of
proxy voting relative to MERF policy, and private investment funds valuation
reconciliations
o Monthly and quarterly review and reconciliation of reported manager valuations
to performance reports including identifying, researching, and resolving
investment performance and performance attribution data anomalies and/or
system issues
o Assist in the review of investment expense accruals
o Periodic review and monitoring of Russia exposure, security class actions, and
custodian tax reclaim collections
o Assists with corporate governance by reviewing law firm reports and monitoring
class action activities
o Assists with ongoing Investment Management Unit’s procedural updates and
process validation
General Investment Duties:
o Assists in the initial drafting of monthly Pension Commission meeting minutes
and Annual Manager meeting summaries
o Monthly development and maintenance of a MERF cash forecasting model
o Support the monthly and quarterly review of performance reports and
maintenance of portfolio analytics spreadsheets
o Participate in consultant and manager meetings
o Assist in reviewing and monitoring of Custodian cash movements, including
drafting letters for investment manager cash flows, cash transfers, liquidations,
and terminations, processing of wire transfers, new account set up, and review of
capital calls
o Review and monitoring of consultant portal report posting
o Assists with private markets investment documents
o Assists with review and reconciling of investment managers and consultants fee
invoices
o Input manager DEI updates into MERF evaluation templates
o FOIA request processing for Investment Management Unit
o Maintain and update MBE brokers list and manager roster list
o Document filing and maintenance as needed
• Deferred Compensation Plan Duties:
o Assist with quarterly Deferred Compensation Committee meeting logistics
o Assist with budget development and monitoring of the City’s deferred
compensation plans
• Treasury Duties:
o Assist with monthly Pension Commission meeting package preparation
o Performs related work as required.
o Assignment of special projects as needed.
Requirements
Qualifications Required – Knowledge, Skills and Ability:
• Knowledge of principles and practices of financial markets and investments
• Ability to perform investment research and understanding of investment strategies with
ability to identify inconsistencies
• Providing research and information to Chief Investment Officer and Deputy Chief
Investment Officer
• Communication with firms that manage MERF investments
• Understanding of municipal administration principles and practices
• Strong analytical and spreadsheet skills
• Awareness of the cybersecurity issues required to protect critical MERF data
• Awareness of investment markets
• Strong writing and communication skills
• Must be precise, thorough and detail oriented
• Desire to work in a fast-paced environment with the ability to adhere to deadlines and
prioritize tasks
• High degree of professionalism, organizational and time management skills with the
ability to work well under pressure while managing multiple responsibilities
• Working familiarity with Microsoft Office
