POSITION DESCRIPTION SUMMARY: 

The Underground Test Area (UGTA) Project Manager directs, oversees, and utilizes functional authority for operation, planning, organization, control, integration, and completion of products or process-related activities of projects within the UGTA area of responsibility in accordance with established scope, milestone, business and contractual requirements. The UGTA activity evaluates the impact of underground nuclear testing on groundwater and assesses risk to downgradient water users following a strategy of data collection, analysis, and modeling as defined in the Federal Facility Agreement and Consent Order (FFACO).

The UGTA Project Managers directs, oversees, and manages a technical operations team of scientists, engineers, and professionals in fields including but not limited to Geology, Hydrology, Chemistry, Mathematics, Physics, and Radiological Waste. The UGTA program includes groundwater modeling, field investigation and groundwater sampling, supports DOE EM regulatory interaction and prepares regulatory reports and closure documents.  The position manages assigned sites, facilities, and resources to ensure effective, efficient, safe, and secure sites and facilities. The UGTA Project Manager serves as a primary interface between the Navarro program and their EMNV Activity Lead and programmatic counterparts/interfaces (e.g., NDEP, NNSA/NFO, M&O, National Laboratories, USAF, etc.).

The UGTA Project Manager researches special topics as requested by Environmental Management Senior Management, Activity Leads, and Navarro program management and assists EM/NV on topical technical issues and public interactions.

Requirements

QUALIFICATIONS – EDUCATION/EXPERIENCE:  

  • Bachelor's degree (or higher) in engineering, science, or engineering technology, or equivalent, related to the work to be performed and a minimum of 20+ years’ experience.     
  • Understanding of the principles of groundwater flow and radionuclide transport, hydrogeologic data collection and groundwater modeling.  
  • Understanding of the principles, concepts and techniques related to the FFACO and supported by NEPA, RCRA, CERCLA, CWA, CAA, TSCA, and natural resources laws and regulations.
  • Demonstrated knowledge and understanding of project management concepts, principles, and procedures.

WORKING CONDITIONS:

The position is local to Las Vegas. 

When working at the DOE Facility and Molasky Building the work is primarily office and office support. 

Overtime may be required to complete assigned task.

Work may be conducted in the field where physical effort may be required, up to and not limited to lifting, bending, reaching, standing and walking for long periods of time. 

If field work is required the Project Manager must have the ability to wear personal protective equipment and to work in remote, desert environments.

UGTA Project Manager may travel and perform work at remote locations.

 Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
