About the Role

We are seeking an experienced Engineer III – Development Review (SER) to support our growing development and infrastructure demands.


This role is focused on Service Extension Requests (SERs) and development review, ensuring new and redeveloped sites are designed and constructed in alignment with agency standards and regulatory requirements.


This position is ideal for an engineer with experience in utility design, land development, or municipal review who is ready to take on greater ownership and grow into a Senior Engineer role over time.



What You’ll Do

  • Lead review and processing of Service Extension Requests (SERs), including technical evaluation of plans and coordination of project closeout
  • Perform engineering plan reviews to ensure compliance with TCEQ regulations, agency standards, and design criteria
  • Coordinate with developers, consultants, and contractors throughout the development review process
  • Conduct field inspections of water and wastewater infrastructure projects
  • Interpret and apply utility standards, tariffs, and service policies
  • Prepare technical memos, comment letters, and engineering documentation
  • Support capacity analysis, system planning, and infrastructure evaluations
  • Maintain tracking systems and support coordination with GIS/CAD resources
  • Participate in meetings with applicants, customers, and stakeholders to resolve engineering and service-related issues
  • Provide technical support across departments and contribute to development-related decision-making
  • Build deep knowledge of WTCPUA systems, processes, and service requirements



What You Bring

  • Bachelor’s degree in Civil Engineering or a related field
  • Texas P.E. license required
  • 5–8 years of progressive engineering experience, ideally in water/wastewater or municipal utilities
  • Experience with development review, utility design, or infrastructure projects preferred
  • Familiarity with TCEQ regulations and utility standards
  • Strong communication, organization, and problem-solving skills
  • Ability to manage multiple priorities and work collaboratively across teams
