Please Note:
Standard business hours for this position is 8:00 a.m. to 5:00 p.m., Monday through Friday. A hybrid remote work schedule may be approved at supervisor's discretion, with the understanding that components of the Continuous Improvement Program Manager's role require in-person, face-to-face communication. This position also requires local travel for meetings and to WDVA locations throughout the state. Other occasional travel may be necessary.

The Office of Strategy and Performance at the Washington State Department of Veterans Affairs seeks your experience in leadership and Lean culture! In this critical role as the Continuous Improvement Manager (MA5), you will report to the Director of Strategy and Performance and establish a continuous improvement program that supports the mission, vision, and goals of the Washington State Department of Veterans Affairs. Coaching a team of more than 20 Lean Six Sigma Yellow Belt Practitioners and several Green Belts in the agency, your efforts will ensure our team achieves results and maximizes agency efficacy to benefit Veterans and their Families.

Our ideal candidate has practical experience in process improvement, organizational development, or related disciplines, is passionate about our mission and vision, and has our preferred qualifications including a masters, LSSBB, strategic planning experience, change management etc.

Duties

Some of what you'll enjoy doing in this role includes:
  • Collaborating with executive sponsors and business leaders to ensure projects support WDVA strategy.
  • Developing best practices to ensure Lean projects are properly selected, scoped, planned, executed, monitored, and controlled, to achieve expected results.
  • Working with people at the Gemba, agency experts, and data analysts to measure the extent to which Lean projects move performance indicators in the right direction.
  • Overseeing and controlling Lean projects.
  • Providing expert process improvement facilitation services.
  • Overseeing development of formal project plans for large-scale projects.
  • Providing direction, guidance, best practices, regular monitoring, and progress tracking to ensure projects are carefully planned, systematically implemented, and rigorously evaluated to produce expected outcomes on time.
  • Working with all levels of management in program areas.
  • Assisting in the development and establishment of visual management control systems.
  • Advising sponsors, managers, and teams on actions, behaviors, and decisions that help or hinder team performance.
  • Coaches sponsors, managers, teams, and business owners to incorporate Daily Lean strategies and build ongoing capacity for continuous improvement.
  • Providing development leadership coaching to WDVA directors and managers.
  • Providing and improving components of the Lean Six Sigma White, Yellow, and Green Belt practitioner trainings.
  • Researching, selecting, and establishing WDVA's Lean Six Sigma tools and templates.

Qualifications

Required:
  • Bachelor's degree in organizational effectiveness, human resources, business administration, or related field.*
  • Formal Lean Practitioner training and/or Lean Six Sigma Green Belt Certification.
  • Three (3) years of relevant/practical experience in process improvement, organizational development, or related disciplines.
  • Lean Six Sigma Certification or one (1) to (3) years of practical experience in Lean Six Sigma methodology and tools.**
  • One (1) to three (3) years of practical experience and proven success in program management, continuous improvement, performance management, and change management.
  • Strong analytical problem-solving skills and crisp writing skills as demonstrated by written work products.
  • Ability to train executives, managers, and front-line employees in Lean principles and methods using 5S, standard work, leader standard work, 9-step problem-solving, value stream mapping, visual management, and Gemba walks.
  • Knowledge of strategic planning, strategy development, change management, daily management, and the use of key performance indicators in strategy execution and process improvement.
  • Familiarity with organizational psychology and use of team building and change management tools, such as conflict resolution, Prosci's ADKAR model, Franklin Covey's Speed of Trust, the Myers-Briggs Type indicator, or similar instruments.
  • Proficiency in Microsoft Office Suite.
  • Required Leadership Competencies:

Preferred/Desired:
  • Masters degree in organizational effectiveness, human resources, business administration, or related field.

  • Lean Six Sigma Black Belt certification.
  • Practical experience with Malcolm Baldrige Criteria for Performance Excellence and conducting Baldrige-based organizational assessments.
  • Practical experience with strategic planning, development, and integration.
  • Knowledge of process improvement tools to identify statistical relationships between operational measures and strategic outcomes.
  • Change Management certification.
