Our team is excited to announce that we are now accepting applications for our Transitioning Warrior Program (TWP), Program Specialist 3 position, located on Joint Base Lewis-McChord (JBLM)!


Please note:
The typical expected hours will be 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is also eligible for hybrid telework which may be authorized based on mission requirements

  • This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to honorably discharged Veterans, including, in some instances, their spouses, widows, or Gold Star Families.

As the TWP Program Specialist, you will directly support the agencys goal of outreach and access and provides community outreach to veterans and their families with direct information and assistance regarding veterans benefits and entitlements at the state and federal level. This position also provides complex VA claims and case management services, needs assessments, and referrals for the Transitioning Warrior Program on Joint Base Lewis-McChord (JBLM) and integrates into the Solider for Life Transition Assistance Program (SFL-TAP).

This position will also coordinate with multiple agencies across State, Federal, Local, County, and Nonprofit, organizations and other key partners in order to help develop strategies and initiatives directly focused on Veterans, Transitioning Service Members and Families within the state in support of Executive Order 19-01 Veteran and Military Family Transition and Readiness Support. This also includes conducting research, collection, and analyzation of data shared across state and partner agencies to help identify program needs for state, federal, and partner organizations to support transitioning service members and their families statewide. These efforts may include initiatives that provide valuable information for strategic statewide efforts such as data sharing and evaluation, veteran and military spouse employment plans, hiring campaigns, and credentialing.

Duties

Some of what you'll be doing includes:


  • Performs outreach and coordination for military service members, veterans, and family members on military installations such as JBLM, Camp Murray, and National Guard and Reserve Centers.
  • Serves as a liaison to state, federal, non-profit, local and county organizations by representing transitioning service members, veterans, and their families.
  • Assists higher-level staff with coordination and planning of state sponsored events on JBLM that requires preparation of complex comprehensive plans. Provides recommendations, guidance, and technical assistance to the WorkSource office on JBLM.
  • Develops, reviews and performs case management for complex claims such as Post Traumatic Stress Disorder, exposure to Agent Orange and discharge upgrades.
  • Addressing veterans advocate groups concerning current rules, and regulations.
  • Studying and explaining state and federal Veterans' legislation, regulations and procedures, consulting with providers and with other government agencies.
  • Screens applications for benefits and entitlements, determines eligibility, and directly assists in the development and processing of claims applications.
  • Tracks all customer service and case management activities in the Enterprise Service Case Management System, (EVCMS). Submit all VA claims using Tyler Veterans Benefits (TVB) System.
  • This position performs detailed data collection and trend analysis with Federal, State, Non-Profit, and Partner agencies that support JBLM.
  • This effort directly ties into Executive Order 19-01 Veteran and Military Family Transition and Readiness Support.

Qualifications

Required:

  • Two (2) years of experience as a Veterans Benefit Specialist 2 in state service.
OR
  • Bachelor's degree in business administration, counseling, social science, or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education of the Council for Higher Education Accreditation, or foreign equivalent.
OR
  • One (1) year of experience providing benefits information, claims, or employment assistance to Veterans and their Families.

Please Note:
Additional qualifying experience may be substituted, year-for-year, for education.

Preferred/Desired:
  • Masters degree in public administration, business administration, health care administration, sociology, psychology, social work, human services, or related field.
  • Two or more years as a supervisor or manager in a human services agency providing direct client services.
  • Two or more years providing services to veterans and their families in a human service setting.
  • Experience as an Accredited Veteran Service Organization Representative.
