Duties

This is a Career-Seasonal position.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis.
Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule determined upon appointment.
Work schedule and periods of non-pay status are contingent upon funding and operational needs.
On an annual basis, employee signs a "career-seasonal" agreement with the supervisor which defines the work schedule for that year.
After 90 days in this position, employee's work schedule may be changed to a permanent non-career seasonal position.
In which case they will work 12 months per year.

Duties will be developmental in nature when filled below the full performance level.


Major Duties for the GS-04 level:

  • Applies an understanding and working knowledge of firefighter safety, fire behavior, topography, weather, fuels, to work on attacking, controlling, building or patrolling fire lines, suppression, cleanup and control of fire activities
  • Conducts and supports chainsaw operations
  • Performs operator duties on portable pumps, and engine operation duties
  • Observes, collects and record fire-related data with regards to fuels, topography, weather, fire behavior, fire effects, smoke, and fire location
  • Maintains equipment and hand tools

Major Duties for the GS-5 level:

  • Observes, collects and record fire-related data with regards to fuels, topography, weather, fire behavior, fire effects, smoke, and fire location.
  • Maintains and ensures maintenance of equipment and hand tools.
  • Leads less-complex fuels management projects.
  • May perform hazard fuel reduction projects, which entails mechanical removal of vegetation through use of chainsaws, etc.
  • Operate, moves, inspect and performs preventative maintenance on vehicles and equipment.
  • Maintains safety of fire line personnel by evaluating weather, fuels, topography, and fire behavior for prescribed and wildland fires.

  • Positions are career-seasonal, 18/8; meaning there is a guaranteed 18 pay periods in pay status and can be up to 8 pay periods in non-pay status within a year.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities)given by an authorized government physician.
    You will also be required to periodic medical examinations throughout employment.
  • The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice.
    Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack.

Qualifications

All qualifications must be met by the closing date of this announcement02/23/2024 unless otherwise stated in this vacancy announcement.


Selective Factors for Both GS-04 and GS-05: The applicant must possess all the following qualifications and training requirements to be considered eligible for this position:

  • Under age 37 -OR- less than age 37 after subtracting the months of Permanent Federal Service worked in a primary or secondary firefighter/law enforcement position -OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement.

This position is covered by the special retirement provisions of 5 U.

C.
8336 (c) and 5 U.
S.
C.
8412 (d) as a Primary/Rigorous Firefighter.
Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement.
These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57.
Two exceptions are allowed: 1) an applicant has prior Federal service in documented special retirement covered position(s) sufficient to count toward 20 years of covered service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service.
Applicants must submit proof of their previous and/or current status in the Fire Fighter or Law Enforcement special enhanced annuity retirement system.


To qualify for this position at the GS-04 level, you must possess one of the following:

6 months of general experience AND 6 months specialized.
General experience: is any type of work that demonstrates the applicant's ability to perform the work of the position.
Specialized Experience: Biological science aid or technician work; forestry aid or technician work; farming or ranching work that provided a basic understanding of land use; forest or range fire control, prevention, or suppression work; engineering, range, or soil conservation technician work that involves application of cultural, resource conservation, or land management practices; farming or ranching work that provides a basic understanding of land use and involved the application of cultural and soil and water conservation practices.

Successful completion of 2 years of study that included at least 12 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science.
No more than 3 semester hours in mathematics is creditable.

To qualify for this position at the GS-05 level, you must possess one of the following:

Physical Demands: Duties involve rigorous fieldwork requiring above-average physical performance, endurance and superior conditioning.

Qualifications

All qualifications must be met by the closing date of this announcement02/23/2024 unless otherwise stated in this vacancy announcement.

Selective Factors for Both GS-04 and GS-05: The applicant must possess all the following qualifications and training requirements to be considered eligible for this position:

  • Under age 37 -OR- less than age 37 after subtracting the months of Permanent Federal Service worked in a primary or secondary firefighter/law enforcement position -OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement.

This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement. These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57. Two exceptions are allowed: 1) an applicant has prior Federal service in documented special retirement covered position(s) sufficient to count toward 20 years of covered service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Applicants must submit proof of their previous and/or current status in the Fire Fighter or Law Enforcement special enhanced annuity retirement system.

To qualify for this position at the GS-04 level, you must possess one of the following:

A. 6 months of general experience AND 6 months specialized. General experience: is any type of work that demonstrates the applicant's ability to perform the work of the position. Specialized Experience: Biological science aid or technician work; forestry aid or technician work; farming or ranching work that provided a basic understanding of land use; forest or range fire control, prevention, or suppression work; engineering, range, or soil conservation technician work that involves application of cultural, resource conservation, or land management practices; farming or ranching work that provides a basic understanding of land use and involved the application of cultural and soil and water conservation practices.

B. Successful completion of 2 years of study that included at least 12 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 3 semester hours in mathematics is creditable. You must provide transcripts at time of application.

C. Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.

To qualify for this position at the GS-05 level, you must possess one of the following:

A. One year of specialized experience equivalent to at least the GS-04 level in the federal service. Examples of specialized experience include: Forestry aid or technician work; engineering, range, or soil conservation technician work that involved application of cultural, resource conservation, or land management practices; farming or ranching work that provided a basic understanding of land use and involved the application of cultural and soil and water conservation practices; forest or range fire control, prevention, or suppression work. Will include on-the-line wildland fire experience in forest/range fire control, prevention or suppression work as a skilled wildland firefighter, utilizing a variety of specialized wildland fire tools and equipment.

B. Successful completion of a full 4-year course of study (120 semester hour or 180 quarter hours) leading to a bachelor's degree with a major study in Fire Science, Fire Technology or other related fields of study (e.g.: Forestry, Range Management, Agriculture, Fire suppression and Prevention).

C. Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions and Individual Occupational Requirements for GS-0456: Wildland Firefighter Series).Credit will be given for all appropriate qualifying experience. Physical Demands: Duties involve rigorous fieldwork requiring above-average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity.

Working Conditions: The work is primarily performed in forest, range and desert environments in steep terrain where surfaces may be extremely uneven, rocky, covered with thick tangled vegetation, smoky conditions, etc. Temperatures commonly exceed 100 degrees F and fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material.
