About the Position:
The Strategic Planning Manager, manages the agencys strategic planning processes and is a key facilitator of the agencys continuous improvement and adherence to best practices. This position facilitates strategic plan establishment and adjustment by providing expert level guidance to agency leaders. It coordinates with commanders across the agency to help them align operations and goals to the agencys strategic priorities, and meaningfully measure progress and treat risk. This position coordinates the risk assessment and risk treatment processes related to agency strategic interests and Executive Order 16-06 and serves as a point of contact for external partners (e.g., DES/ORM and ResultsWA) regarding agency strategic goals and risk. The position develops and conducts training related to these processes.

About the Division:
The Risk Management Division (RMD), within the agencys Technical Services Bureau, comprises the Audit Section, Public Disclosure Section, and the Litigation and Strategic Performance Section, and exists to help the agencys operations fulfill certain legal obligations and adhere to best practices. RMD administers internal audits and facilitates external audits, consults and trains on legal or records-related responsibilities, administers Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation, supports strategic planning and risk related processes, and manages tort claims and civil litigation against the agency.

Responsibilities:
  • Coordinates the development of agencys strategic plan and the performance measurement and risk assessment/management related to it.
  • Manage the agency's relation to certain external processes/entities, such as Results Washington.
  • Collaborate as needed with the staff and processes for maintenance of the Agency Regulation Manual, and districts and divisions procedure manuals.
  • Collaborate as needed with staff performing CALEA accreditation.
  • LEAN co-lead and practitioner for the agency.
  • Coordinates periodic Strategic Advancement Forums and other group discussions and efforts related the strategic interests.

Required Qualifications:
  • Must possess a valid, unrestricted Washington State Driver's License or able to obtain one within 30 days of employment.
  • Excellent interpersonal and communication skills with experience giving oral and written presentations.
  • Experience supervising professional staff.
  • Good oral, written and computer skills.
  • Expert level knowledge of: facilitating group decision making; leadership strategies; principles of strategic and operational planning; performance measures, and enterprise risk management.
  • Possess comprehensive technical and practical knowledge and experience working with state government operations; systems analysis; federal and state laws, rules, and regulations; OFM polices; Department of Personnel rules; public disclosure laws; and, state ethics laws.
  • Advanced problem-solving and decision-making abilities, and excellent judgment, situational awareness, and emotional intelligence.
  • Able to organize and effectively present proposals, training, and/or information before groups and committees.
  • Develop and coordinate management processes and improvement initiatives.
Conditions of Employment:
  • Successful completion of a pre-employment polygraph examination and background investigation.
  • Ability and willingness for occasional overnight travel, both in and out of state.
  • Willing and able, on short notice, to work such hours and days as may be needed to complete work by deadlines.
