Job Summary


This position is located and supporting businesses in the Southeast Region of the state with an office location in either Rochester or Winona. Telework is an option for this role, however, travel across and within the region is an important component of the role.

This position coordinates, leads, and delivers demand-driven regional and statewide business services that assist in overcoming the challenges of recruiting, retaining, and upskilling talent for the regional economy. This includes developing workforce planning strategies and solutions for Minnesota businesses as they continue to grow in todays complex and competitive environment through focused concentration on talent pipeline development. Under the economic development division, this role provides value to businesses by serving as a main point of contact for workforce strategy, while providing long term customized consultation with high level business leaders. Through consultation, workforce planning, and labor market data analysis, this position develops customized strategies in the areas of: Engaging Community Partners & Stakeholders, Recruiting & Brand Awareness, Employee Inclusion & Career Opportunities, Onboarding, Training & Upskilling, and Diversity, Equity Inclusion & Accessibility (DEIA).

The incumbent must be self-motivated with excellent communication skills to build relationships and be highly skilled at creative and innovative problem solving. Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Two (2) years* of experience in transforming business and workforce practices through collaboration and consultation with employers. Experience may include employment training, economic development, human resources, recruiting, diversity, equity and inclusion and other related areas.

  • Bachelors degree in Business, Human Resources, Communications, Marketing, Workforce Developmentor other closely related field as determined by the agency may substitute one (1) year of experience; masters degree substitutes for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Ability to:

  • Develop and implement customized workforce strategies for regional employers, analyze labor market data, and communicate its impact on the local/regional economy.

  • Build and maintain collaborative relationship with regional partners (i.e., Economic Development, K-12 and postsecondary education, Workforce Boards, industry associations).

Experience in:

  • Designing talent management strategies with stakeholders, business leaders, business organizations or associations.

  • Creating and delivering presentations to large and small groups and facilitating meetings and group discussions.

  • Efficient communications to developconsultation reports, blogs, webinars, and social media platformsand Microsoft Office Suite (Outlook, Word, and Excel) to collect data and create professional communicationusing proper grammar, spelling, and structure.

Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation.

Preferred Qualifications

Experience in human resources, talent attraction, organizational development, or project management including HR Certification (PHR, SPHR, SHRM-CP).

Experience working with high-growth industries including manufacturing, healthcare, construction trades, agriculture, transportation, and information technology.

Skill in communicating in a secondary language.

Experience with creating videos and online webinars.
