Duties
  • Serve as a confidential, neutral, independent, and informal resource for preventing, addressing, and resolving conflict.
  • Coordinate and oversee consultation sessions/discussions structured to resolve and avoid complex conflicts and issues bought to his/her attention.
  • Seek the resolution of issues and differences affecting parents, students, employees, supervisors/managers, leaders, and programs to facilitate effective problem resolution and prevention - in a neutral role.
  • Advise and make recommendations to agency leaders, and management of all levels to implement processes and procedures designed to assure a systematic approach for dealing with problems and issues affecting employees and the interests of the Agency.
  • Develop and deliver custom designed training to provide the workforce with knowledge and ability to identify and resolve workplace challenges quickly and enhance collaboration, teamwork, and communication.
  • Track, monitor, and identify trends and systemic issues; develop approaches to understanding causes; and make recommendations for improvements to senior leaders.
Requirements

Conditions of Employment
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
  • Proof of U.S. Citizenship required.
  • Direct deposit of pay is required.
  • One year trial or probationary period may be required.
  • Appointment subject to a suitability/fitness determination, as determined by a background investigation.
  • Duties of this position require the incumbent to obtain and maintain a SECRET Clearance.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes: Leveraging dispute resolution tools and techniques such as mediation, facilitation, conflict coaching and providing options of resolution to involved parties; Collaborating with staff, supervisors/managers, and other supporting resource programs to resolve complex and sensitive conflicts; Delivering training in the areas of dispute resolution (e.g., collaboration, communication, etc.)This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency in the following areas:
  • Conflict Management
  • Oral Communication
  • Problem Solving
Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
