Responsibilities:

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Mandatory Skills:

  1. 8 years- Knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures and regulations.
  2. 8 years- Knowledge of MS Office Suite (Word, Excel, PowerPoint, Project, and Visio)
  3. 8 years- Skill in project planning and organization
  4. 8 years- Skill in business analysis methodologies
  5. 8 years- Skill in analyzing and evaluating complex information technology applications, policies, and issues
  6. 8 years- Skill in developing creative and workable solutions to complex problems and issues
  7. 8 years- Skill in communicating effectively both verbally and in writing with individuals and groups
  8. 8 years- Skill in using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others
  9. 8 years- Skill in establishing and maintaining effective working relationships, including the ability to work with people under pressure, negotiating with multiple parties and resolving conflicts
  10. 8 years- Skill in reading, interpreting and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors
  11. 8 years- Skill in gathering, organizing and analyzing facts, recommending solutions and resolving work-related problems
