Job Description:

As an IT Program Manager, you will lead and oversee a portfolio of technology initiatives while driving successful project and product delivery across multiple teams and methodologies. You will provide strategic leadership to program teams, collaborate closely with business and technology stakeholders, and ensure alignment of initiatives with organizational goals. This role requires extensive experience managing large-scale programs, mentoring delivery leaders, implementing governance frameworks, and utilizing Agile, SAFe, Waterfall, and Kanban practices to achieve successful delivery outcomes in complex environments.

Key Responsibilities:

  • Lead and manage enterprise technology programs consisting of multiple concurrent initiatives and projects.
  • Oversee program execution to ensure delivery aligns with strategic objectives, timelines, budgets, and quality expectations.
  • Collaborate with business stakeholders and leadership teams to define priorities and deliver program objectives.
  • Coordinate with Release Train Engineers, Project Managers, Scrum Masters, and cross-functional teams to drive successful outcomes.
  • Assign and manage resources to support initiative planning, execution, and delivery activities.
  • Monitor program schedules, identify critical path deviations, and implement corrective actions as needed.
  • Establish, maintain, and monitor program control points, governance processes, and delivery standards.
  • Ensure compliance with organizational policies, procedures, standards, and project management guidelines.
  • Define and communicate strategic direction for assigned programs and initiatives.
  • Establish and maintain Agile, SAFe, Kanban, Scrum, and Waterfall delivery frameworks and best practices.
  • Monitor risks, issues, dependencies, and program health metrics while ensuring appropriate mitigation strategies are implemented.
  • Guide project managers and delivery leaders in risk management, budgeting, scheduling, and organizational change efforts.
  • Facilitate stakeholder engagement and executive-level communication across all phases of program delivery.
  • Define, track, analyze, and report program Key Performance Indicators (KPIs).
  • Drive continuous improvement initiatives across project and product delivery practices.
  • Develop and maintain program dashboards, reporting mechanisms, and executive status communications.
  • Support portfolio management activities and alignment of initiatives with business priorities.
  • Mentor delivery leaders and promote the adoption of project management best practices throughout the organization.

Required Skills, Experiences, Education, and Competencies:

  • 8+ years of experience leading and managing teams while defining strategic direction and program objectives.
  • 10+ years of experience managing complex projects and programs involving multiple workstreams and significant organizational change.
  • 10+ years of experience working with Waterfall, Agile, Scrum, SAFe, and Kanban methodologies.
  • Proven experience managing large-scale technology programs and portfolios.
  • Strong leadership, coaching, mentoring, and team management capabilities.
  • Experience overseeing Release Train Engineers, Project Managers, Scrum Masters, and cross-functional delivery teams.
  • Expertise in program governance, portfolio management, and project lifecycle management.
  • Strong understanding of organizational change management principles and practices.
  • Experience managing program budgets, schedules, resources, risks, and dependencies.
  • Advanced proficiency with Microsoft Project Professional and project scheduling methodologies.
  • Strong working knowledge of Microsoft Project Online, Project Server, SharePoint, Microsoft Teams, Microsoft Planner, Azure DevOps, and Power BI.
  • Excellent communication, presentation, facilitation, and stakeholder management skills.
  • Proven ability to communicate effectively with executive leadership, business stakeholders, technical teams, and external partners.
  • Strong analytical, problem-solving, decision-making, and conflict resolution skills.
  • Experience defining, measuring, and reporting program-level KPIs and performance metrics.
  • Ability to assess project risks and implement mitigation strategies to maintain program health.
  • Demonstrated ability to develop and improve project management processes and best practices.
  • Strong experience creating clear and concise procedural, governance, and operational documentation.
  • Ability to adapt quickly to changing priorities and lead teams through evolving business needs.

  • PMP Certification required.
  • Program Management certification or PgMP certification preferred.

The hourly range for roles of this nature are $60.00 to $90.00/hr. Rates are heavily dependent on skills, experience, location, and industry.
