Program Specialist (Austin) (826662) This role supports the Construction and Facilities department by providing consultative services, technical assistance, and policy guidance on building energy monitoring and conservation programs. Key Responsibilities Perform consultative services and technical assistance at the journey-level, under general supervision. Provide technical, training, research, planning, program assessment, and administrative activities related to agencies’ energy monitoring and conservation programs. Conduct comprehensive reviews of literature, statutes, rules, and policies; prepare reports, studies, and specialized research projects. Support planning, development, implementation, analysis, and documentation of agency programs. Act as a liaison to staff, government agencies, community organizations, or the general public to explain program details and offer technical assistance. Conduct surveys and reviews to determine compliance with certification requirements, laws, regulations, and policies. Market programs to community and professional groups to encourage participation. Monitor and review compliance with program policies, procedures, and applicable statutes and rules. Analyze operations and problems; prepare findings, recommendations, and justifications for policy or procedural changes. Assist in evaluating service delivery methods, outputs, and activities to identify gaps and recommend improvements. Assist in collecting, organizing, and preparing materials for program information requests and reports. Assist in preparing and evaluating program budget requests. Collaborate with program staff to identify trends, resolve technical problems, and coordinate activities for program effectiveness. Analyze legislation to develop policy recommendations for programmatic areas. Assist in developing policy and procedure manuals. Provide guidance to others as needed. Perform related duties assigned by leadership. Essential Qualifications Knowledge of local, state, and federal laws and regulations related to public administration and management. Analytical skills for evaluating alternative solutions and using reasoning to solve problems. Proficiency in Microsoft Access and experience with Microsoft Office, including Visio, Word, SharePoint, and Outlook. Ability to manage business functions, develop goals and objectives, and supervise work of others. Knowledge of building utility efficiencies, energy management strategies, data reporting, analysis, and project management principles. Experience meeting multiple deadlines and communicating effectively with diverse audiences. Strong interpersonal skills and the ability to engage staff at all organizational levels. Critical thinking, prioritization, and appropriate escalation of problems. Decision‑making ability affecting administrative service operations. Bachelor’s degree from an accredited college or university. Graduation from an accredited four‑year college or university plus six months of full‑time experience in developing, implementing, or interpreting policies and procedures in a public or private agency. Required Experience At least one year of full‑time experience in developing, implementing, or interpreting policies and procedures in a public or private agency. Academic credits relevant to the position may be applied toward experience qualifications. Benefits Competitive salary: $4,290.34 per month. Defined retirement benefit plan.
