JOB DESCRIPTION:

This position performs data analysis required to support department services and will apply data analytics methods to improve operational and service outcomes. Serves as a subject matter expert supporting department-wide analytics and programmatic specific data needs to include special projects and routine data analyses and presentations. Assists with the development of projects and diagnostic tools (e.g. formulas and graphic visualizations) that inform decisions focused on department and division specific strategies, policies, and adoption of evidence-based practices. Provides coordination and consultation for all phases of data analysis projects. (i.e. data analytics project lifecycle phases: 1) problem identification/formulation; 2) data acquisition/preparation; 3) data exploration; 4) data transformation/selection; 5) data model building/validation, 6) deployment and evaluation/monitoring of outcomes.)
Serves as one of the departments Data Analytics Specialists within the Data Analytics Unit, under general supervision of the Manager of the Data Analytics Unit. Functional areas include data analytics, statistics, and project management. This position will be assigned duties to support the data needs of one or more DFS Divisions (such as Domestics & Sexual Violence Services or the Childrens Services Act) and will perform its duties under a matrix management model.(The illustrative duties listed in this specification are representative of the class but are not an all-inclusive list. Utilizes large, complex relational databases and statistical techniques to perform data analysis and program evaluation;
Works collaboratively with leadership, staff, and partner agencies to assure a system-wide, coordinated approach to data collection and reporting;
Develops data sets, extractions, data standards, and data models to ensure complete, correct, accessible, and shareable data for analytics projects;
Identifies data errors and gaps that impact accurate reporting;
Recommends, and implements improvements, such as changes to business practices, data collection and related processes and procedures;
Ensures compliance with all local, state, and federal regulatory reporting requirements;
Uses statistical packages, reporting programs and tools, and business intelligence software, including, but not limited to, agency Electronic Health Record reporting platform, GIS, SPSS, SQL, and PowerBI;
Synthesizes data, creates reporting tools, and develops data visualizations, published reports and business intelligence dashboards for all levels of the organization, providing data to support agency initiatives;
Works with program staff across the service continuum to develop capacity for data collection, internal and external reporting, and to develop data quality reports to assist staff with monitoring and resolving data errors;
Designs and runs database queries to assess or validate data;
Synthesizes data from various systems and databases; performs data cleansing and transformations to assess data quality; loads data and refreshes reports and dashboards, ensuring data consistency, accuracy, and completeness;
Verifies data accuracy and resolves data that is incorrect, incomplete, improperly formatted, or duplicated;
Provides technical assistance to staff on data collection, measurement and monitoring as needed;
Develops presentations, narratives, tables, and graphs in a variety of formats that are appropriate and understandable to a range to audiences(The knowledge, skills and abilities listed in this specification are representative of the class but are not an all-inclusive list.)

Knowledge of the principles, practices and methods related to the data analytics life cycle;
Knowledge of relational databases, query language, statistical software, and business intelligence solutions;
Knowledge of effective processes, methods, and techniques to analyze data and assess program performance;
Knowledge of data architecture, modeling, mapping, extraction, transformation, exchange, manipulation, and load techniques;
Knowledge of data management and process improvement;
Ability to analyze and evaluate business processes and procedures for data analysis and process improvement purposes;
Ability to establish and maintain professional relationships;
Ability to translate technical terminology into simple language and concepts;
Ability to evaluate data completeness, accuracy, and inconsistencies;
Ability to provide technical assistance to non-technical staff;
Ability to effectively communicate with a wide variety of audiences;

Skills in statistical analysis techniques;

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in analytics, informatics, mathematics, survey design, statistics, data science, computer science, healthcare administration, or a related field;
Plus two years of professional work experience in data research, quantitative analysis, statistics, data science or data analytics.

CERTIFICATIONS AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check.

PREFERRED QUALIFICATIONS:

  • Experience in using effective processes and techniques to analyze data and assess program performance.
  • Experience effectively utilizing a variety of software and reporting solutions, such as Microsoft Excel, SPSS or SAS, Power BI or Tableau, or ArcGIS to analyze and present data.
  • Experience with processing and integrating complex data.
  • Experience with identifying possible solutions to solve problems and present ideas to staff.
  • Experience working cooperatively and successfully with internal stakeholders, cross-functional groups, and community partners.
  • Experience with speaking in public and giving presentations.
  • Master's degree

PHYSICAL REQUIREMENTS:

Ability to communicate clearly and concisely, both orally and in writing.
Ability to sit for extended periods, bend, stretch, reach, and lift up to 30 pounds.
Ability to use automated technology.
