Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the direction of the Chief Executive Officer (CEO), the Associate Governmental Program Analyst (AGPA) serves as the Operations Analyst to ensure the contracts, purchasing, fiscal, administrative, personnel, fair sponsored events, and fixed assets for the 40th DAA are performed in compliance with State laws, rules, and regulations and polices of the DAA. The incumbent must establish and maintain effective working relationships with those contacted during the course of the work; work well under pressure; make appropriate decisions and well though-out recommendations; work independently in completing assigned work and meeting required deadlines.


  • Serve as the Contract Specialist to ensure all contracts between vendors, concessionaires, independent contractors, and control agencies are accurate, current, renewed, and initiate/extend as necessary.

  • Review and ensure contract language meets the compliance of the 40th DAA policies and State laws, rules, and regulations.

  • Work closely with CEO to ensure the contracts are reviewed and signed in a timely manner.

  • Provide consultative services, negotiate, and prepare agreements for services and supplies to ensure contracts are in compliance with 40th DAA Policy.

  • Complete and maintain contractual packets; maintain contracts, necessary documentation and logs for commercial vendors, concessionaires, and independent contractors.

  • Serve as the Subject Matter Expert for administrative and personnel related questions, issues, and concerns; serve as the liaison for CDFA/Human Resources Branch (HRS) to ensure personnel documents (hiring paperwork, Request for Personnel Actions, benefits forms, and Merit Salary Adjustments, etc.) are submitted timely; review forms and documents before submitting to HRB to ensure they are complete and signed.

  • Serve as the liaison to CDFA/Fairs and Expositions Branch to ensure required forms and documents are submitted timely.

  • Oversee and direct the temporary staff in the Administration Office; plan and organize the daily operations to ensure work is completed and done timely.

  • Develop and update current and new policies and procedures for CEOs review to ensure it meets State laws, rules, and regulations and approval from the Board of Directors.

  • Coordinate with maintenance staff to ensure the grounds, layout, and setup of venders are correct.

  • Oversee and work with the food concession auditor during fair time to ensure compliance.

  • Prepare/issue PST reports; 1099s, W-2s and prepare invoices and issue receipts for revenue.

Department Information

The 40th District Agricultural Association (DAA), Yolo County Fairgrounds, promotes excellence in agriculture awareness, education, and interim programs. The 40th DAA is approximately 55 acres with a fully equipped arena, 6 multi-purpose buildings, 4 commercial kitchens, five (5) livestock barns, concession stands, two (2), Administration building, four (4) Maintenance shops, and a livestock office. The 40th DAA strives to maintain and promote its facilities in a manner that encourages year-round use, emergency services and to annually produce a fair that showcases the areas agriculture and other talents of its culturally diverse communities.
